With an uncertain economic future and election year jitters, most municipal officials are cautious even nervous about how their spending plans will play out in 2008. Still, city officials across the United States are hopeful that their overall spending will meet budgeted increases of about 2.4 percent for sewer and water infrastructure, according to information from the 11th Annual Underground Construction Municipal Sewer & Water Survey.
